Sheffield Wednesday Faces Serious Challenges, States Football Regulator

'We will play a key role in football's future' - newly appointed regulator the regulator's chair

Sheffield Wednesday's persistent issues represent a a "significant problem" and the football regulator is looking to gain the ability to investigate clubs in such situations, its new chair the regulator has announced.

In a wide-ranging interview, the regulator, who was appointed on Monday, voiced concern towards the club's followers.

The regulator engaged with four supporters' associations connected to the Championship side this week.

The Championship side have been struggling on and off the field in 2025, with the club delaying salary disbursements on five separate occasions, including in September.

"Obviously the club has become a serious issue for football authorities and a major challenge for the sport," the chairman stated.

"Wednesday stands as one of the iconic names for English football and in recent days we have met fan representatives.

"We are seeking authority... which will enable us to take Wednesday and comparable cases brought to our attention if they warrant scrutiny and addressed."

Monetary Issues and Ownership Situation

Wednesday's embattled owner the Thai businessman suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has failed to complete a sale with interested parties.

Missed wage deadlines on time in earlier this year resulted in restrictions being imposed by the football authorities in June, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although those limitations were removed in late summer.

Regulator's Perspective

The chairman stated: "The position was created for the Owls followers, other clubs in similar situations where people are committed to a regional establishment that has represented their community in numerous instances.

"I fully appreciate the team's plight, as I do for all the clubs that in modern times have encountered failure, or approached financial ruin, for causes separate from the fans themselves."

When asked if the authority might compel an proprietor to divest a club if they are deemed unsuitable, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we gather the evidence and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to cooperate with proprietors.

"Our least desirable course of action is start getting involved with an individual club, an particular chairman, without having the opportunity to collaborate with that owner to try and resolve the challenges confronting the team and the owner's facing," the regulator explained.

"However, realistically, when you review the record of the sport, over the last 20 or 30 years there have been some owners, few in number, but certain individuals who have acted carelessly in the way which they've been managing their organizations and finally don't wish to take responsibility for the future."

'Errors may undo substantial development'

The chairman convened with officials from numerous teams to detail the scope of the regulator on Wednesday and insisted it was a "progressive gathering" with a "significant participation" from the National League to the Premier League.

"This position carries substantial significance, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made could disappear incredibly quickly," the chairman stated.

"Such an outcome is universally undesirable in the terms of English football is a substantial accomplishment - we need to continue the progress.

"Considerable investment entering the sport and has come into football for the recent generations, because there are no assurances it will persist in entering the game, which is part of the rationale behind I think we have to adopt a precise perspective on challenges and obviously, of the immediate future."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I'm absolutely committed to the success and growth as an financial organization of the Premier League.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of this country. But concurrently, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, actually, they have been telling us in private they have a high level of reassurance."

Political Connections

Kogan is still facing a "thorough examination" by the official appointments authority after he disclosed making donations to the Labour Party in 2020.

The official contributed funds to Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my past party membership [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any sort of politics."
